The first is the Penn Rail Road S1 and the second is the T1. The S1 was a functional concept/prototype. The T1 went into limited (60) production. Both were plagued with design issues that caused wheel-spin along with high maintenance costs.

The T1 looks like they took a spare bow of a WW2 era submarine and turned it into a train. I'm tempted to go to the Danbury rail museum tomorrow nearby in Connecticut...and this is tempting me even more...but cold weather...
